Running a homestay in the hills

A house in the mountains can host families, trekkers and remote workers, but it runs to a different rhythm from a city flat. Weather, road access and state rules shape everything.

This site is written for owners: families with an ancestral house above Shimla, investors who built a cottage near Mussoorie, NRIs who inherited land in Kangra or Kumaon. The common question is whether the property can welcome paying guests, and on what terms. Our answer always starts with the same three filters: is the home eligible under the state's rules, can guests reach it safely in every season, and can it stay warm, lit and supplied with water when the weather turns?

Eligibility differs sharply between the two states

Himachal Pradesh overhauled its framework with the Home Stay Rules 2025. Registration now goes only to the owner recorded in the jamabandi land records, leased buildings and rented flats are excluded, and a unit may have up to six rooms and twelve beds.

Uttarakhand's 2026 registration rules, as reported in May 2026, reserve the homestay category for permanent residents of the state who run it in their own home. Urban properties, and homes run by non-resident owners through caretakers, fall under the bed and breakfast scheme instead. The size cap was reported at eight rooms and twenty-four beds, with registration valid for five years.

The practical consequence: an outsider who bought a flat in a hill town cannot simply list it as a homestay. Read the dedicated state pages before investing.

Who books mountain homestays

Three profiles dominate. Families escaping the heat of the plains arrive in summer and during school holidays. Trekkers use a homestay as a base before and after a route, and value early breakfast, a place to dry gear and secure luggage storage. Workation guests stay for weeks and judge the property on internet stability, power backup and a proper desk more than on the view. A listing that speaks clearly to one or two of these groups tends to perform better than one trying to please everyone.

Three questions before you invest

Is the property recorded in your name and eligible under your state's framework? Is there a dependable person nearby to handle keys, cleaning and emergencies in snow and rain? Are neighbours and the panchayat comfortable with guests coming and going, including parking and waste? Answer these honestly first; furniture and photography come after.

Frequently asked questions

Can I run a homestay in a flat I own in a Himachal hill town?

The Home Stay Rules 2025 exclude rented flats and leased buildings and require an independent house or a clearly demarcated floor registered to the owner in the land records. A flat in a shared complex is generally not eligible.

I live in Delhi and own a house in Uttarakhand. Can it be a homestay?

Under the 2026 rules as reported, the homestay category is for permanent residents running it in their own home. Homes run through caretakers by non-resident owners fall under the bed and breakfast scheme.

What is the biggest operational risk in the hills?

Weather: landslides closing roads during the monsoon, and frozen pipes and power cuts in winter. Both need planning and clear booking terms.

What do workation guests need most?

Stable internet, backup power, a real desk and chair, and a warm room. Without these, long stays do not last.
